Yes!
The EIGRP Stub feature works differently from OSPF in this regard.
In OSPF there is a Stub Flag in the OSPF Hellos - this Stub Flag setting
must match in order for adjacencies to form.
No such requirement in EIGRP. Here you can use the Stub setting (along with
its options) on any EIGRP speaker. You should research all of the EIGRP Stub
options and consider when they would be appropriate for a given topology or
lab scenario task.

Is it acceptable to have one router in this AS as a stub , and the rest

I know this is NOT acceptable with OSPF .
