Jitter is when a packet experiences variable delay. Both Be and Bc are
shaping mechanisms that will introduce "artificial delay" with the intent to
smooth out traffic patters so that drops are reduced. Be more severely
effects jitter since it can only be sent after a period either low activity
or inactivity (and from memory only in the first interval).
Correct me if I am wrong.....
