Two different things:
"ipv6 enable
To enable IPv6 processing on an interface that has not been configured with
an explicit IPv6 address, use the ipv6 enable command in interface
configuration mode. To disable IPv6 processing on an interface that has not
been configured with an explicit IPv6 address, use the no form of this
command.
The ipv6 enable command automatically configures an IPv6 link-local unicast
address on the interface while also enabling the interface for IPv6
processing. The no ipv6 enable command does not disable IPv6 processing on
an interface that is configured with an explicit IPv6 address."
So if you type an IPv6 address onto an interface, it is NOT necessary to use
the "ipv6 enable" command. If you want to use the link-local only, and
don't type anything in particular you can do that by using the enable
command here.
