OSPF neighborship on FR hub&spoke

Hey Guys,

I have a question about OSPF neighborship requirements in an OSPF
non-broadcast topology.

Lets say you have a hub & spoke frame relay topology, with R2 and R3 the
spokes from R1. If you are not allowed to change the OSPF network type,
then you will need to use the default NONBROADCAST, and specify a
neighbor relationship from R1 to the spokes.

My understanding is that in this situation, we should set the OSPF
priority on the spokes to 0, so that they can not become DR or BDR, and
neighbor commands are required from R1. i.e.

*=*=*=*=*=*=*=*=**=*=*=*=*=*=*=*=*

R2/R3

int serial0/0
  ip ospf priority 0

R1

router ospf 123
  neighbor 192.168.1.2
  neighbor 192.168.1.3

*=*=*=*=*=*=*=*=**=*=*=*=*=*=*=*=*

However, I have 2 questions:

1. Although not required (because they will have no impact on the
formation of neighborships), should we also specify neighbors on the
spoke routers? Would Cisco expect us to do this, or would the
configuration on the hub suffice?
2. Should we also configure neighbor relationships between the spokes?
