Inter-area traffic must go through OSPF ABR router with at least 1
interface in Area 0. You can put one of the ABR loopback interface to
Area 0 and it will enables both inter-areas to talk to each other.
However, the inter-area traffics do not flow through the loopback (Area 0) to
reach each other area.
