Bc = cir * Tc / 1000
in your example Tc is taken as 10ms. Which is the minimum
value and good for voice traffic.

Be= (AR - Cir) * Tc / 1000, so AR = 316000
Fragment is not calculated by a formula, it is just 250ms for each fragment.
And no idea about RTP priority :)
