I have seen similar issues as we've moved our FXO ports from one PBX to
another. Our solution? In the "voice-port" configuration try
adding/removing the "opx" keyword in the "connection plar" command
PBX brand X
voice-port 2/0/4
connection plar opx 1000
PBX brand Y
voice-port 2/0/4
connection plar 1000
Be sure to "shut / no-shut" the voice-port to get this to take effect.
