Logically I'd answer no, but I've never tried typing this in.

Having your mincir (lowest back-off rate if BECN received) to be higher than
your starting point for shaping would make the adaptive-shaping irrelevant.
And therefore it's very odd.

Just my thoughts (got good cold drugs at the moment, so take my answer with
a grain of salt!)
