"Absolute" sounds somethink like:
"when it reaches a certain value"... i.e. you don't care at what value you
at, right now, to decide when to fire the alarm
"delta" sounds like:
"it goes up of 20" "it goes up of 20 every X" ...you have to know what is
your current level or at least you need a reference level to understand when
you are crossing the threshold.

"Output errors above 20" should be generated.
Since we are looking for the number of errors per second we need to know
the rate of change (delta) in the counter and not its absolute value.
This means that the solution is correct by using delta.
