Forth bullet point of the task:
If the number of output errors exceeds 20 per second the message
"Output errors above 20" should be generated.
Since we are looking for the number of errors per second we need to know
the rate of change (delta) in the counter and not its absolute value.
This means that the solution is correct by using delta.
