Sure, you can configure it... It just won't work for real. :) But then
again, you don't have any real hosts to make it work, so it's not the end of
the world!
Now, on the other hand, if you're using your RADIUS server to do login
authentication or something, don't forget to leave a backdoor like local
authentication (username). While it's amusing to lock yourself out of a
device, it's not amusing to lock the proctor out.
