I ran some tests on a 3845 router and it had issues with 1500 tunnels. It
seemed ok up to about 1000 tunnels. Results will likely be model specific.

The tunnel source and destination pairings need to be unique. If you source
the tunnels off unique loopbacks, you can get away with it.
