To my understanding both are same command .and using in the QoS polices
to define bandwidth .but i notice if you define police cir xxxxxx bits/s
(its means you define commited bandwidth) but if you define police xxxxxx
(in this case its give you option either you specify the bandwidth or
percentage of totall bandwidth which you need to define ).
