Most newer IOS support BGP Route Refresh capability, so it will not
reset the BGP peerings.
Do a show ip bgp neigh x.x.x.x. You can see if it support BGP Route
Refresh capability.
Do a "soft in" if you change your inbound policy. Do a "soft out" if
you change your outbound policy.
As long is soft, it does not affect your peering sessions. Lab it and
try it out..
