You all are correct in that different workstations will handle the dual gateways differently. But if you look at the task it doesn't state anything about the different types of workstations.
He just said that configure DHCP and ensure that if R1 fails it fails to R2. Nothing more nothing less.
So I wouldn't look more into the question than what is stated. Since you can configure multiple gateways in DHCP I would say that's the solution.
