use the % sign against the actual rate of the line, ie if limit is 2mb and
AR is 10mb then set to 20%.

Or specify in bits, but I think you have divided instead of multiplying
"2000000 bytes
and in bits will be 2000000/8 = 250000bits"

Should be
2000000 bytes
and in bits will be 2000000*8 = 16000000
