I am unable to get OSPF or BGP neighbors from R2 to R1 and R2 to R3 via the
Ethernet connections. The only way a connection comes up is when I shut
down s0/0/0 on R2 and then the neighbor comes right up. Below are my debug
outputs from R2:

As anyone seen this problem or anything close. I have had no luck.
