for the rate-limiting - you have the policing option in MQC:

policy-map rado1
 class class-default
  police 128000 conform-action set-prec-transmit 3 exceed-action
set-prec-transmit 1

  Service-policy output: rado1

    Class-map: class-default (match-any)

For marking the traffic on input interface, you can again use MQC
service-policy to mark on inpput, CAR, PBR
