Well in RTP there is a limit, only two. If you want more you have give
the two originals back. That at least is what the proctor said. I didn't
need more.

This again, just like you said, is 'rumours' and not based on facts. I
do
not think there is any restrictions on the number of papers you are
allowed
to use.
You can request as many more papers as you like, as long as you can
justify
the additional requests by showing that you have judiciously used and
exhausted prior paper allocations. I have even seen people requesting
more
paper at the beginning of the lab, in this case it is up to the proctor
to
give you the additional papers upfront or to tell you to request for
additonal ones on need bases.
Make sure you turn-in or leave all requested papers on your desk before
leaving.
