On the newer IOS, all BGP peerings have a feature called "Route
Refresh" capability.

Hence you can use the command "clear ip bgp * in | out" safely.

R2-beast#show ip bgp neighbors
BGP neighbor is 150.50.17.1, remote AS 1, external link
  BGP version 4, remote router ID 200.0.0.1
  BGP state = Established, up for 00:00:17
  Last read 00:00:16, last write 00:00:16, hold time is 180, keepalive
interval is 60 seconds
  Neighbor capabilities:
    Route refresh: advertised and received(old & new) <<<
Look out for this feature
    Address family IPv4 Unicast: advertised and received
