"match-all" is a requirement for the second class-map that combines the
VLAN list AND the other criteria (ACL, DCSP, etc.) For the first
class-map, "use the match-any keyword to perform a logical-OR of all
matching statements under this class map. One or more match criteria
must be matched." BTW, in my test I used "match-all" in the first
class-map because I had a single line only "match access-group", which
will be matched anyway.
Also, I found out that the 3560 (12.2.25 SED1) in my lab doesn't support
"match vlan" under a class-map:
************************************
SW1(config)#class-map match-all VLAN
SW1(config-cmap)#match ?
     access-group Access group
input-interface Select one or more input interfaces to match
     ip IP specific values
***************************************
