the way i look at it is

on a 3550, igmp snooping is enable by default on all vlans.

using the command "no igmp snooping vlan 1363" is to make sure BB3 does not intercept with EIGRP on VLAN 1363.

Your static mac address might be wrong, Multicast hello by default uses 224.0.0.10, which results to 0010.5e00.000a. Therefore i would configure the static mac address as

 mac-address table static 0010.5e00.000a vlan 1363 interface fa0/1 fa0/3
fa0/6
