This is missing:

You need to do the following:

It has the following line :- neighbor RACKS route-map IN in
Which should be :- neighbor RACKS route-map BGP_IN in

And the route map needs to be added too just like the other two BBs:
route-map BGP_IN deny 10
 match ip address prefix-list DEFAULT
!
route-map BGP_IN permit 10000
!
