Hi,
Question: PPP line between R4 and R5 will be backup for both Ethernet and Fram
Relay seqment between them
R4+R5 should be able to detect a failure of either the FRame Relay or Ethernet
within 10 s
if FR and Ethernet down, traffic should send over PPP link. Otherwise, no
traffice over PPP link.
Solution:
R4 R5
int E0/0
ip ospf hello-interval 2
int s0/0
ip ospf hello-interval 2

I think the solution could not solve the back up requirement.

think so only the change hello interval is mention backup for interface
... You can use command bandwith or ip ospf cost on interface...
