As I understand your problem:
traffic up to 256K is marked IPP 5
traffic between 256K and 500K is unmarked
traffic over 500K is IPP 2
If that is right, it sounds like you need a two-rate, three-color marker. You
could do this with the following policy:
policy-map MARK
class class-default
police cir 256000 pir 500000
conform-action set-prec-transmit 5
exceed-action transmit
violate-action set-prec-transmit 2
