Which draft did you read?

Check http://www3.ietf.org/proceedings/01mar/I-D/ospf-lls-00.txt

It went into a little detail in its explination. This is an extra field that
is added to the standard OSPF packet in other for it to handle more link
capability exchanges between OSPF neighbors, which will be otherwise
impossible with the standard OSPF packet length.
