It's only forbidden if your lab says it's forbidden. There's no hard and
fast rules for PBR and static routes but rather a common concept that "easy"
ways out of a routing issue are not permitted, especially when there is
another solution the lab designer had in mind. Think about this...how can
the lab test your ability to setup PBR if PBR is not permitted? ;-)

I recently took the exam and when I was going over a vendor lab I saw almost
the same exact question and the answer was to use PBR. I thought this was
forbidden on the lab?
