What does FECN do?

Hi,

I have trouble understanding how FECN works.

I understand that when a sending router receives a frame with BECN bit,
it tries to slow down the traffic rate.

But, when a receiving router receives a frame with FECN, what
does it exactly do? How does it help alleviate the congestion?
