        The "frame-relay interface-dlci" command just applies the
circuit to the interface. If you have a multipoint interface you either
need to perform layer 3 to layer 2 resolution via dynamic mapping
(Inverse-ARP) or through static mapping (frame-relay map). Using the
"frame-relay map" command both assigns the DLCI to the interface and
performs resolution in the same step. If you use just the "frame-relay
interface-dlci" command on a multipoint interface you'll need to do
resolution via Inverse-ARP.
