I'd beg to differ on this, though it's just a semantic argument. :)

Putting 8:00 to 16:59 will actually start at 8:00:00 through 16:59:59...

Now going THROUGH 16:59:59 takes me TO 17:00:00. So the logic is really
there. It's just a rather silly debate.

The choice, as they say, is yours.

When you put in a time the router takes into account the 59 seconds.
i.e, when you put in 8:00 to 16:59, you're getting 8:00:59 to 16:59:59.

So oddly, the IP expert one should really read (going by their own
logic) 7:59 to 16:59.

But for ease of reading, I'd usually go for 8:00 to 17:00, as I'm not the
only one that looks at the routers I configure and a 59 second difference is
no big worry in my book.
