Can be tricky.
I was asked a similar question in a recent practice lab where I could have went both ways, and yet the spanning-tree forward-time command was preferred.
It can be quite interesting to see some of the variations that can be used to achieve the same desired results.
I would say if the question mentions the words "forward-delay" it is telling you what it wants.
Naturally a visit to the proctor is in order to help narrow down the options.
Also remember the default is 15
