Godswill,

here's my scenario:

R5 and R6 share segment 151.10.56.0/24

R5 RID = 151.10.5.5 (loopback, sorry for inconvenience)
R6 RID = 6.6.6.6 (oops, manual RID)

okay now..

R5 has started first, elected itself DR solely :)

now R6 come to play:

R#
*May 29 12:56:36.582: OSPF: Rcv hello from 151.10.5.5 area 0 from
FastEthernet0/0.56 151.10.56.5
*May 29 12:56:36.582: OSPF: Neighbor change Event on interface
FastEthernet0/0.56
*May 29 12:56:36.582: OSPF: DR/BDR election on FastEthernet0/0.56
*May 29 12:56:36.582: OSPF: Elect BDR 6.6.6.6
*May 29 12:56:36.582: OSPF: Elect DR 151.10.5.5
*May 29 12:56:36.582: DR: 151.10.5.5 (Id) BDR: 6.6.6.6 (Id)
*May 29 12:56:36.582: OSPF: End of hello processing

R6#show ip ospf neighbor

Neighbor ID Pri State Dead Time Address Interface
151.10.5.5 1 FULL/DR 00:00:26 151.10.56.5
FastEthernet0/0.56

Next shutting down Ethernet of R5... Waiting for Dead Time to expire:

R6#

*May 29 12:57:46.582: %OSPF-5-ADJCHG: Process 100, Nbr 151.10.5.5 on
FastEthernet0/0.56 from FULL to DOWN, Neighbor Down: Dead timer expired
*May 29 12:57:46.582: OSPF: Neighbor change Event on interface
FastEthernet0/0.56
*May 29 12:57:46.582: OSPF: DR/BDR election on FastEthernet0/0.56
*May 29 12:57:46.582: OSPF: Elect BDR 6.6.6.6
*May 29 12:57:46.582: OSPF: Elect DR 6.6.6.6
*May 29 12:57:46.586: OSPF: Elect BDR 0.0.0.0
*May 29 12:57:46.586: OSPF: Elect DR 6.6.6.6
*May 29 12:57:46.586: DR: 6.6.6.6 (Id) BDR: none
*May 29 12:57:46.586: OSPF: Remember old DR 151.10.5.5 (id)

DR is re-elected solo, without any neighbors around :)

Petr
