AFAIK, 3550 does NOT support marking at SVI level (3750 does).
At it's maximum, 3550 can do per-port, per-VLAN classification & marking
at physical interface level.
Back to the task. If you are told to mark all packets with ip precedence 3,
you should think further. Only IP packets may have ip precedence set.
You may use "mls qos cos 3 override" to manually override all trust states.
Correctly, by default CoS 3 -> IP Precedece 3 (DSCP 24) for IP packets.
But that solution would also affect Non-IP traffic.
So it would be better to craft specific service-policy for that task, since
you are concerned with IP traffic. Also, if you are told to work with
particular VLAN, that task may be candidate for per-port,
per-VLAN classification
