Surely setting DE with LMI DCLI is kind of weird idea :)
I just made that by accident, trying to play with DE bit in various
scenarios :)
LMI frame actually does not have congestion control field, so what
I saw, is that FR switch silently discards "DE-marked" LMI
enquiry frames, regardless of LMI type being in use :)
