While this is true.... LMI is local for your router and frame switch, and
sent on it's own DLCI with nothing else. IF your link/frame switch is so
congested that it thinks it's a good idea to drop LMI, I'd consider getting
a new provider.
While technically that's accurate, there is no good reason for that to
occur.
Just my thoughts.

LMI frame does not include "congestion" control fields. But it seems that
this does not stop IOS from punching DE bit into LMI frames :)
You can try it for yourself with simple MQC config :)
