You may use "ip sla monitor" (with control protocol disabled), or even
"blind" DNS lookups to simulate broadcast UDP traffic:

ip sla monitor 10
 type udpEcho dest-ipaddr 255.255.255.255 dest-port 5000 control disable

or

Rack1R2(config)#ip domain-lookup
Rack1R2(config)#^Z
Rack1R2#cisco.com
Translating "cisco.com"...domain server (255.255.255.255)
 (255.255.255.255)
