As command reference states for 12.4
"Usage Guidelines Use the *tunnel bandwidth* command to specify the
capacity of the satellite link." See also example.

By default administrative bandwidth for Tunnel interface is 9Kbit/sec.
But this is mostly reference for routing protocols. Physically it
transmits at underlaying interface speed, considering any
shaping/policing applied to the one.
