Badnwidth reservations

If you have a custom queue with 2 queues, 1 has byte-count 1000,
2(default) has byte count 3000
Trying to build a policy map from this,
Which would u use for queue 1:
Bandwidth 8
Bandwidth percent 25
Bandwidth remaining percent 25

I always use the last one but thinking about it makes me wonder if I am
doing it correctly.
