Summary is used when a route is learned from another
routing protocol and is being redistributed into OSPF.
It is configured on the ASBR where the redistribution
takes place.
Area range is used when summarizing a route from an
OSPF area, and is done on the ABR(s) for that area.
When to use summary vs. area range depends on whether
the route came from a different routing protocol, or
from within OSPF.
