Mike,

I don't see anything in the question that means you need to change the Tc
from the default selection, which in this case would be 125msec, but in
higher CIR cases would be less than 125msec, setup a CIR of 2 Meg and look
at the deafult Tc, it will not be 125 msec.

If you do not want a DLCI to burst above 128000, set teh CIR to 128000 and
the Be to zero.
