Actually, I believe you have these backwards (if I'm reading your message
right this early in the mornin!)

No-export WILL work within a confederation, but will not cross over to any
other non-confed-ebgp peer
Local-as will ONLY work within your own exact AS number, NOT to any
confederation peers or other ebgp peers
No-advertise will work ONLY to the exact router you are sending to, and
won't even give to any other ibgp peers

If we're both saying the same thing here, forgive my misread. Caffiene
hasn't quite kicked in yet. :)

They pretty much do the same thing in different scenarios.

set community no-export

In the above example you do not want an area to be transit and therefore
will not forward the AS across any EBGP links.

set community local-as

Pretty much does the same thing but only within a Confederation.

In your example the AS will not be exported to either Inter or Intra
Confederation example.

community is just a string associated with a prefix, how can you have both
commands under route-map? the later command should overwrite the previous
one.
