They are two different things, PBR is configured to overide existing stable
routing at interface level, but when recursive routing occurs you won't
have a stable routing table. Not sure how PBR is going to help here.

Option 4 might not be an ideal solution since you may prefer traffic to go
through tunnel as long as the destination is not in tunnel
source/destination network -- if the destination network is learnt by both
tunnel and physical interface.
