These two commands have been source of heated debate on this list; checking
the archives will help you alot.
In summary; the first command disables Inverse-ARP, and for the second
command, the last time I checked, just like "ISDN", "It Still Does Nothing"
in frame relay, because frame relay does not use ARP.
