Well Spokes can't be neighbor with each other. The TTL of an OSPF Hello
packet is 1 so it'll never make it passed the hub. But you could
possibly try if its allowed changing the point to point network type to
multi-point and mapping a DLCI from R2 directly to R5 and vice versa.
Why do you think they need to peer with each other?

Also, the spokes can ping each other just fine. Does this have to do
with the fact that the spoke routers are using the "point-to-point"
sub-interface type?
