Yes I am familiar with how to filter inbound on all routers that receive
a specific network, I thougt maybe there is a better way to accomplish
this I just wanted some second opinions. Im trying to advertise a
network to a group of routers and have one router see a summary while
all other routers get a more specific route in my lab to no avail The
database-filter only has the all keyword associated with it.

In terms of LSA origination, no, as all routers in an OSPF area need to
have the same database to work with.
However depending on what you want to do, there are options like
filtering routes out of specific router's routing tables, or doing
something like using the neighbor database-filter command could have an
effect.
It all depends on exactly what you want to achieve.
