Hello Zillah,
My apologies, but R3 was a typo. It should've been "R1" not R3. Regardless, the task is leading you to deny ICMP by filtering it on VLAN 162 on SW1.
You will not be able to access any backbone routers in the lab, and since the task states that the configuration cannot be accomplished on R1 or R6, SW1 will be your only option.
