MQC shaping/Generic Traffic Shaping/FR Traffic Shaping per VC (where the
flow subject to limiting takes one VC and all others take another VC)?
AFAIK, all shapers "limit" the traffic in a sense that one flow cannot
occupy the whole bandwidth. Shapers queue and then tail-drop the excess
traffic as opposed to straightforward drop. You could probably do with
legacy Priority Queueing/Custom Queueing if You make queue short enough...
Need to see the exact question wording to make qualified suggestions...
