Hi,
in ospf after any changes u have done u will have to do clear ip ospf process in order for the chnages to take effect also i feel that the frame relay is not properly configured may be the mapping is done properly between the hub and spoke ...kindly cross check the mapping...i doubt that the framerelay is not properly configure...

You may have a dynamic mapping to 0.0.0.0 from R4 to R3. Since R3 is in
init state, R3 is seeing hellos from R4 but not seeing R4 acknowledge R3's
hellos hence the init state on R3. Just do a show frame map to see if this
is the case.
