Tyson,
The limitation is primarily due to the lack of voice racks available for
testing. The demand for voice lab seat is high, but that of course is
relative to the number of pods at the three testing locations.
I suspect the ccie team at Cisco are working towards building up more racks
and possibly introducing them at other locations. This of course will
inevitably make more space for testing candidates to grab a date.
You could email ccie@cisco.com - perhaps someone from that team can shed
more clear light on the situation.
