I have noticed a significant preponderance with consulting in a CIO role...
One of my former customers was a large company in which I got to interact
with the CIO and last year I had several executive interactions that made me
start to think about this...all of those folks had done consulting...

MBA is a MUST if you want to undestand how top
management people talk in $ & #.

GMAT is not difficult compare to CCIE Lab. So having
both definitely will get you CIO position soon or
later. Even better, if you have your own consulting
firm.
